Active Duty/ADPL Board and Panel Precept Information:

Promotion years are 01 July through the following 30 June.  As board reports are approved and signed by the Secretary, current promotion year precepts are added.  Selection boards are to consider individuals for promotion to the next higher grade.  Designation and appointment boards consider individuals to transfer into that specialty.  As board reports are approved and signed by the Secretary, current promotion year results are added.  This is a work in progress to get back board results and precepts.

Boards and Panels Convened by CG PC-opm:

The Officer Boards Section in CGPC-opm-1 handles all of the following Active Duty boards:

Coast Guard Recruiting Command conducts all Officer Accession boards including OCS, Direct Commission Officer Programs, CSPI, MARGRAD, etc.

Laws and Policies Governing Boards and Panels:

The following are laws that directly apply to CGPC-opm-1's Officer Boards and are most frequently used or requested:

The following chapters in the CG Personnel Manual provide useful information about the officer promotion board process:

Communications to Boards and Panels:

Individuals appearing before a selection board (one considering people for promotion) may communicate directly with the board.  Rules for this are governed in Section 5.A.4.E of the Personnel Manual.  The communications should be in standard Coast Guard memorandum format addressed to the President of the particular board.  This should only address matters of the officer's record.  See the Communications to the Board section on the FAQ.

Board Membership:

All members of promotion boards are volunteers.  The following are guidelines for volunteering for Active Duty Promotion List (ADPL) Selection Boards:

1. Must be on the APDL (includes regular officers and Reserve Officers on EAD contract)
2. Should be O-3 or above (note, there are very few opportunities for O-3s - most of the opportunities are for O-4 and above).  You must be O-4 or above for the CWO to LT board.
3. Be a strong performer who is currently not above zone for promotion.
4. Not have a pending separation request submitted to CGPC.

Volunteering for board membership will will include all types of boards - requests to sit on specific boards will automatically be denied.  Your name will be added to a list of volunteers and will remain for at least three years.  Please to not contact CGPC to ask about the status of your selection for a board.

You may volunteer by sending an email to OPM-1.  In your request, please include:
