Monitoring of PollockCDQ inside the Steller Sea Lion Critical Habitat/Catcher Vessel Operation Area for 1999

The National Marine Fisheries Service (NMFS) published an extension and revision of an emergency interim rule (EIR) in the Federal Register on July 21, 1999 (64 FR 39087), that implemented reasonable and prudent alternatives for management of the Bering Sea and Aleutian Islands area pollock fisheries. One measure implemented in this EIR is the requirement that the catch of pollock Community Development Quota (CDQ) in the directed fisheries for pollock CDQ within the Steller sea lion critical habitat/catcher vessel operational area (CH/CVOA) after April 15, 1999 ("B-season") be limited to 56 percent of each CDQ group's pollock CDQ seasonal allowance.

In 1999, pollock catch in the CDQ fisheries accrues against the pollock CDQ allocation if pollock represents 40 percent or more of the total groundfish catch in a haul by a catcher/processor or a delivery by a catcher vessel. NMFS will monitor the location of pollock CDQ catch based on observer data. CDQ groups should use this same data to ensure that pollock CDQ catch within the CH/CVOA conservation zone, defined at 50 CFR 679.22(a)(11)(iv)(B), does not exceed 56 percent of the group's seasonal allowance. Pollock caught in hauls or deliveries that do not meet the 40 percent threshold will not accrue against the pollock CDQ and will not be considered when determining catch limits within the CH/CVOA.
