Program Evaluation


OPM offers rigorous, state-of-the-art evaluation approaches and causal evaluation models for determining the effectiveness of human resources management systems or other human capital programs, including pilot studies and human resources demonstration projects. These approaches have been developed over more than 20 years of conducting evaluations of demonstration projects and other governmentwide changes in human resources policy, systems, and practices. OPM uses a multi-method approach to evaluation, and our evaluations include use of workforce data, human capital metrics, surveys, focus groups, interviews, and program performance data. A full range of program evaluation services can be provided by OPM, including evaluation of specific interventions, and technical support for agencies conducting their own evaluations.
