Telecommunication Division

Under the direction and supervision of the District Commander and the Chief of staff, the Telecommunications Division provides the following services, among others, for the District Office and District units:
     -Maintain and provide all voice and data communications capabilities required to accomplish the responsibilities of the District Commander.
    -Provide requirements for new telecommunications and IT systems validated by District program managers.
    -Develop plans and procedures to assure coordination, uniformity and efficiency in the administration and operation of Coast Guard telecommunications and IT.
    -Develop and issue telecommunication and IT plans in support of mobilization and other missions.
    -Initiate requests for operational approval via the chain-of command for budgetary information and to make necessary telecommunications and IT plant improvements.
    -Establish policy and manage District Staff communications via fixed and portable systems, including telephones, cell phones, pages, VTC capabilities and computers.
    -Implement the District-wide security program, plans, policies, and procedures. This includes information, physical, personnel, operations, and industrial security as described in the Coast Guard Security Manual (COMDTINST M5500.11 series).

District 11 is responsible for the California coast from the Oregon border to the US/Mexico border and the Lake Tahoe region. The units include:

    -Sector San Francisco
    -Sector Los Angeles/Long Beach
    -Sector San Diego
    -Air Station Humboldt Bay
    -Air Station Sacramento
    -Air Station San Francisco
    -Air Station Los Angeles
    -Air Station San Diego
    -110 foot Patrol Boats
    -87 foot Coastal Patrol Boats
    -Buoy Tenders
    -Small Boat Stations
    -Loran Stations

LT Matthew Will
Chief of Telecommunication Division, District Eleven
U.S. Coast Guard

LT Will is the chief of the Telecommunications (C4I) division for the Eleventh Coast Guard District, which is responsible for Coast Guard C4I in California, Nevada, Arizona and Utah. Prior to this assignment he was the chief of the Alaskan LORAN Branch for Coast Guard Navigation Center West, where he represented Operational Command for the 6 Alaskan LORAN Stations.

LT Will is a native of Leavenworth, Kansas and currently resides in Petaluma, CA. He graduated from Hawaii Pacific University with a degree in Computer Science through the Coast Guard’s Advanced Electronics Computer Training (ACET) program in 2002 and received a Direct Commission in 2003.

He began his career on the USCGC Sedge out of Homer, AK 1986 - 1987, Electronics Technician A school in Governors Island, NY 1987 – 1988, USCGC Steadfast St. Petersburg, FL 1988 - 1991,  LORAN Station Hokkaido, Japan 1991 – 1992,  LORAN Station George, WA 1992 – 1995, Advanced Avionics Integrated Weapons System school at Naval Air Station Millington, TN 1995- 1996, Large Cutter pipeline training from 1996 – 1997, USCGC Rush out of Honolulu, HI from 1997 – 2000, ACET Hawaii Pacific University 2000 – 2002, Officer in Charge LORAN Station Jupiter Inlet, FL 2002 – 2003.

LT Will’s awards include the Coast Guard Commendation Medal, two Coast Guard Achievement Medals, three Coast Guard Commandant Letters of Commendation and various other personal and unit awards.
