   The Order issued in the above-referenced case on December 21, 1998 contains an error. The Administrative Review Board (ARB) case number was listed incorrectly in the case caption as 96-198. The correct case number on remand from the First Circuit should be 99-017, and our December 21, 1998 Order is hereby amended to reflect the correct ARB case number 99-017.
