CMS has scheduled systems changes for November 2008 that will affect the Monthly Membership Report and the End of Year Loss of Subsidy (Deemed Status) Data file report. Other systems changes include enhancements to allow Cost Plans to offer the premium withhold option for the Part C premium and the addition of more detailed information to the HPMS 4Rx timestamp report. Below is a brief description of the changes. Monthly Membership Report (MMR)
To provide accurate information at an appropriate detail level, existing fields on the Monthly Membership Report (MMR) will be updated. There will be field updates to help Plans better identify the source of Medicaid changes and to improve risk adjustment factor reporting for ESRD and non-ESRD members. An additional field update will address upcoming changes to the De Minimis policy. End of Year (EOY) Loss of Subsidy Report
Effective December 2008, the format of the EOY Loss of Subsidy report will be updated to an expanded format. Cost Plans and the Part C Premium
Effective January 2009, Cost Plans will have the ability to have beneficiaries' Part C premiums withheld from their Social Security checks. Currently, only the Part D premiums may be withheld. HPMS 4Rx Timestamp Report
Transaction-level data is being added to the Part D 4Rx timestamp report that Plans access via HPMS. Currently, this report only contains information aggregated at the contract level. CMS is providing this additional level of detail to assist Plans in ensuring that 4Rx information is submitted in a timely manner for all CMS-generated enrollments. CMS will provide additional information about these changes, including file layouts, at a later date. The updated fields will also be incorporated into the November release of the Plan Communications User Guide (PCUG).
