ORDER DENYING MOTION TO RECONSIDER OR CLARIFY

    Complainant's April 7, 1992 motion to reconsider or clarify part of my ruling declining to compel respondent's Director of Security to answer certified questions is denied. Complainant's argument that the January 7, 1991 Kirkley memorandum is not privileged, which he first raised in the motion for reconsideration, is specious. The other issues raised in the motion for reconsideration were addressed in my order denying the motion to compel.
