FINAL ORDER OF DISMISSAL

   Complainant filed a Motion to Withdraw Complaint on December 13, 2001. He states that both sides have reached a settlement agreement out of a different matter, and a term of this agreement is the dismissal of all pending claims against respondent. Therefore, complaint requests to withdraw his objection to the October 23, 2000 Secretary's findings that his complaint lacked merit. Accordingly,

ORDER

   IT IS ORDERED that the Secretary's October 23, 2000 finding that the complaint has no merit is AFFIRMED.

   AND IT IS FURTHER ORDERED that the complaint is DISMISSED.
