Assistance to Federal Customers on Electricity Market Restructuring

Energy Efficiency Procurement and Program Assistance

Under the auspices of the Federal Energy Management Program (FEMP) of the U.S. Department of Energy, LBNL provides assistance to federal customers in procuring energy efficiency services, technical assistance on leveraging incentives offered through utility or public benefit energy efficiency, demand response, and distributed energy resources programs that can be used to support project development. We also provide technical assistance on evaluation of demand-side strategies and technologies to reduce energy costs as part of electricity restructuring. LBNL offers a range of services, including strategic energy planning, project development, analysis and evaluation, and assessment of various available contractual vehicles. Renewable Energy Procurement Assistance

LBNL provides assistance to federal agencies with "green tag" purchases and with the development, analysis, and evaluation of on-site renewable projects. Additional assistance includes development of wholesale renewable power solicitations and financial analysis of potential renewable acquisitions. The Lab provides assistance to consumer-owned utilities, municipal-owned utilities, and tribal utilities in procuring renewable energy or "green power" in wholesale electricity markets.

Competitive Procurement of Value-added Services

LBNL provides assistance to federal agencies in procuring electricity commodity and other value-added services in competitive markets.
