         RECOMMENDED DECISION AND ORDER
          APPROVING SETTLEMENT AGREEMENT

     These matters arise under the Energy Reorganization Act of
1974, 42 U.S.C. § 5851, and the procedural regulations for the
handling of discrimination complaints found at 29 C.F.R. Part 24.
On September 26, 1995, this office received the settlement
agreement in the above-styled matter signed by the Complainant;
Complainant's counsel; Respondent and Respondent's counsel.

     The Complainant has agreed to withdraw his complaints before
the Department of Labor in consideration of the medical center's
promises.  The terms of this agreement are incorporated herein by
reference and made a part of this order.  I find the settlement to
be fair and equitable and in the public interest.

     Accordingly, IT IS HEREBY RECOMMENDED that the
settlement agreement be APPROVED and both complaints in the
above-styled matter be DISMISSED.
