         ORDER RECOMMENDING DISMISSAL OF COMPLAINT

     As the Complainant has filed to timely respond to the Order
to Show Cause, which I issued in this matter on April 11, 1995
and for the reasons set forth in said Order, it is hereby
recommended to the Secretary of Labor that the complaint be
dismissed with prejudice.
