   On April 27, 1993, the Complainant filed a motion to consolidate this case with two cases which also involve this Complainant and Respondent and which are currently pending before the Honorable Quentin McColgin. In support of the motion, Complainant stated that the three cases involve substantially related issues. Respondent filed a response on May 5, 1993, concurring in the motion. Counsel for Houston Lighting & Power Co., a party in the two cases currently before Judge McColgin, was notified of the motion and expressed no objection.

   Accordingly, it is ORDERED that this matter will be assigned to Judge McColgin for consolidation with Case No. 92-ERA-38 and Case No. 92-ERA-45. All correspondence relating to this case should be directed to his attention.
