ORDER OF REMAND

   Counsel for Complainant has filed with me a copy of a document entitled SUBMISSION BY COMPLAINANT OF HIS DAMAGES and a document entitled ADDENDUM TO SUBMISSION BY COMPLAINANT OF DAMAGES INCURRED SINCE NOVEMBER 27, 1985. These documents itemize the dollar amounts that Complainant appears to be seeking as compensatory damages and for costs and expenses, including attorney fees, incurred in connection with the above-captioned proceeding.

   The amount of damages to be assessed and the amount of costs and attorney fees reasonably incurred are matters which require fact finding. Additionally, the legal costs and services for which reimbursement is sought were performed or incurred primarily when the case was before the Administrative Law Judge. Accordingly, I remand the record in this case, including these documents, to Administrative Law Judge Richard D. Mills for an initial determination of these matters.
