ORDER TO SHOW CAUSE

   Complainant filed a Motion to Dismiss the appeal of the U.S. Environmental Protection Agency and U.S. Coast Guard and to Dismiss the appeal as to the remaining Respondents for failure to timely appeal the determination of July 11, 1986.

   Therefore, all parties are hereby afforded the opportunity to show cause why the Dismissal should not be granted. Any comment, exception, or objection must be received by me no later than 4PM September 12, 1986. In view of the regulatory time limits, this matter will not delay commencement of the trial on September 22, 1986, unless of course the motion is granted in full.

   A ruling on this motion will be communicated via telephone by September 16, 1986.
