avoided discussion of any evidence introduced at the hearing, Complainant argued that citation to this

Complainant merely complained of occupational safety concerns, for example workers who were failing to
properly use personal protective gear, then he might qualify as an OSHA whistleblower, but not an
environmental whistleblower.
