    This proceeding was commenced pursuant to the provisions of the Clean Air Act, 42 U.S.C. § 7622 and its implementing regulations, 29 C.F.R. Part 24.

    The parties entered into a Stipulation of Settlement dated October 17, 1988, a copy of which is attached hereto.

    I have reviewed the settlement agreement and I find that it is a fair settlement of the claims.

    Accordingly, I recommend that the Stipulation and Settlement be approved and the complaint be dismissed with prejudice.
