   CONDITIONAL ORDER GRANTING EXTENSION OF TIME

     Counsel for the Charging Party has moved for an extension of
time to April 8, 1996, in which to file exceptions to the
Administrative Law Judge's (ALJ) Decision and Order issued on
January 26, 1996.  This request was made pursuant to the
regulations pertaining to violations of the nondiscrimination
provision, Section 167, of the Job Training Partnership Act of
1982 (JTPA), as amended, 29 U.S.C. §§ 1501, 1577
(1988).  Counsel cites a family medical emergency as
necessitating the extension.  To the extent that the JTPA
regulations are applicable, the motion IS GRANTED.
     Counsel is requested to address why the time for filing such
exceptions should not be bound by the pertinent regulations
regarding exceptions concerning the nondiscrimination provision
under the Comprehensive Employment and Training Act (CETA), 29
U.S.C. § 801-999 (Supp. V 1981), 20 C.F.R. §
676.91(f)(1990).[1]  Further, to the extent that the CETA
regulations are applicable, counsel should address the effect
such regulations will have on 

[PAGE 2] the request for an extension of time to file exceptions. Respondents may file submissions in opposition to the exceptions and the additional issues raised by this order on or before April 18, 1996. SO ORDERED.
