To qualify as a "Luxury Limousine," Colorado law requires a vehicle to possess certain characteristics, including: Television, Telephone, Beverage bar, Rear seating for at least three people. If a vehicle does not meet these standards it must apply for licensure as a "common carrier," e.g. taxi or shuttle.
Vehicle must make an appointment for vehicle inspection. Register with the PUC. Vehicle ID - $5 per year. Show proof of insurance.

Lmousine liquor licensing authority and responsibility is the state government only (no county license issuers).
Request Limousine Liquor License Kit:

$850 one time fee. Application from Revenue - fee $50 per year/per vehicle. Fingerprinting required through Colorado Bureau of Investigations, 303-239-4300. Individual history record (ownership information).

Local Licensing Authorities
Municipalities may require licensing and testing of any person who operates a motor vehicle used to transport people for hire, including limousines which have been issued a certificate by the public utilities commission.

To operate a ground transportation company at Denver International Airport, a company must register with the DIA Ground Transportation Office (303-342-4057). The company must receive a Ground Transportation Operating Permit, airport security badges, and AVI vehicle tags.
