The Bureau of Health Emergency Management
(BHEM) was developed in the aftermath of the events of 9/11. Within the
Epidemiology and Response Division, The Bureau of Health
Emergency Management has
created and developed programs dedicated to awareness, prevention, preparedness,
response and recovery for the public, first responders, medical personnel, hospitals,
and special needs populations within the State of New Mexico.
New Mexico Modular Emergency Medical System NM MEMS
A Framework for Medical Response to Overwhelming Patient Surge;
A medical surge response model to be used by local jurisdictions to plan for
incidents in which overwhelming surge of patients will exceed the existing
resource capacity of local health systems.
What We Are Doing
Emergency response has taken on a
new significance statewide and at the national level. The Bureau of Health
Emergency Management works in conjunction with other local, state, tribal
and federal agencies and entities, and are taking the lead in health emergency
preparedness, prevention, response and recovery; planning, training and
