Emergency Responder Electronic Health Record Final Detailed Use Case

In August 2006 the American Health Information Community (AHIC) sent a recommendation to the Secretary of the Department of Health and Human Services (HHS) that a use case be developed for an emergency response electronic health record. AHIC is a federally-chartered advisory committee and provides input and recommendations to the Department of Health and Human Services (HHS) on how to make health records digital and interoperable, and assure that the privacy and security of those records are protected in a smooth, market-led way. The Secretary has tasked the Federal Health Architecture Program (FHA) to develop the use case.

The initial charge which resulted in the development of this Use Case was defined by AHIC in August 2006:

"Under the leadership of the Office of the National Coordinator for Health Information Technology, an emergency responder use case should be developed and prioritized for the attention of the Health Information Technology Standards Panel and the other ONC initiatives. The use case should describe the role that an emergency responder electronic health record, comprising at a minimum demographic, medication, allergy and problem list information, that can be used to support emergency and routine health care activities. The use case should leverage the work in related activities from the AHIC EHR Working Group and elsewhere."

Our office distributed a high-level synopsis of the use case for feedback in September 2006, which resulted in over 200 comments from 30 different organizations. The feedback received in September 2006 was utilized in the development and distribution of the draft detailed use case in November 2006. The draft detailed use case generated an additional 200 comments. A document describing the disposition status of each comment received is available upon request.

As a result of the feedback from participating organizations, updates have been made to the final use case to provide greater clarity and detail with respect to emergency response activities, network information systems, and use of health data by non-care provider entities such as public health and emergency operations management organizations. The final use case is available for download below.
