Call for Projects

FEMP facilitates the Federal Government's implementation of sound, cost-effective energy management practices to enhance the nation's energy security and environmental stewardship. To assist this mission, FEMP issues Calls for Projects surrounding energy efficiency, renewable energy, and water conservation.

Call for FEMP Technical Services

A Call for FEMP Technical Service is currently open to help agencies identify and prioritize energy and water efficiency and renewable energy funded projects regardless of the funding source (MS Word 65 KB). Agencies interested in FEMP technical assistance must complete an online application by close of business May 22, 2009. Agencies that submitted previous requests do not need to re-submit.

This call for FEMP services is for technical assistance only and cannot be used for the funding of equipment, hardware, or infrastructure. Funding for successful applicants will not be transferred to agencies, rather the assistance will be provided directly by the Department of Energy (DOE) to national laboratories and contractors.

Federal agencies are encouraged to submit requests for technical services to FEMP with a sense of urgency. Applications will be evaluated every month until funds are expended.

Technical Service Opportunities

FEMP technical services are intended to help Federal agencies identify and prioritize energy management projects. These services include assistance and expertise in the following areas:

  • Initial feasibility screening and assessments of a particular technology
  • Project prioritization
  • Strategic energy planning and benchmarking
  • Technical reviews of designs and proposals
  • Energy audit training
  • High-performance green building technical support
  • Federal vehicle fleet technical support
  • Assessment support (MS Word 64 KB)
  • Retro-commissioning support (MS Word 49 KB)
  • Resource efficiency energy manager (REM) financing support (MS Word 53 KB)
  • Evaluation of financial strategies, procurement specifications, and installed systems

DOE national laboratory services are also available. Labs can provide all services listed above with an emphasis on particular technologies and core expertise. Key lab staff can also be detailed to work within agencies for a limited duration (normally no more than 24 months). Read more about working with DOE national laboratories (PDF 515 KB).

At the conclusion of FEMP technical assistance, agencies must follow through with project implementation activities as described in the project outline.

Application Process

Federal agencies interested in receiving FEMP technical assistance must complete an online application by close of business May 22, 2009. Agencies are encouraged to apply online.

Agencies that submitted previous requests do not need to re-submit via this call process.

An automatic e-mail confirmation will be sent to applicants from FEMP Central after final submission. If confirmation is not received within 48 hours of the likely receipt of application, please contact Sebastian Silvani at sebastian.silvani@ee.doe.gov.

Agencies are encouraged to submit an application as soon as possible. The first review is due May 22, 2009. FEMP will evaluate applications based on the selection criteria outlined below.

After May 22, applications will be accepted on a first-come, first-served basis until funds are expended. Successful applicants will be notified as soon as possible following a weekly review.

FEMP will initiate a dialogue with selected Federal agencies to develop time and cost parameters.

Selection Criteria

Applications will be reviewed based on the following criteria. Incomplete responses or the absence of a response to these criteria will impact the score assessed for the proposal.

The decisive factors are project compatibility with lab or contractor skills and expertise. Additional factors include availability of resources to meet agency needs, value of anticipated project outcomes, and balancing allotments to agencies commensurate with energy investments.

Additional criteria include:

  • Financial and Technical Merit: The technology must have energy and cost savings potential and be consistent with current Federal legislation and goals. The project must meet agency mission needs. Agencies should use a comprehensive approach and incorporate whole building design principles.

  • Agency Support and Project Implementation Plan: The applicant must demonstrate a commitment to follow through with project implementation and demonstrate that project success is significant to their agency/facility. A list of project team members (technical, management, and procurement staff) committed to making the project a success must be provided. Please include a Letter of Interest.     Priority will be given to projects that are clearly conceived as reflected in a well-defined and realistic implementation schedule and projects with evidence of a secured source of financing for implementation, including alternative financing (e.g., energy savings performance contracting, utility energy services contracting, enhanced use leasing). Technical services are available for both existing buildings and new construction. For new construction, priority will go to projects that are in the early design phase. The plan should include projected dates for design, construction, and installation.

  • Potential for Replication: Project proposals with replication of benefits across the Federal sector will be given priority. The applicant should describe how the proposed project will be replicated in other facilities within the agency and will offer opportunities for other Federal agencies to learn from the experience (e.g., case studies, articles, and Web-based publications).

  • Project Description: The applicant must clearly describe the project and its anticipated impacts. This includes descriptions of the facilities, processes, functions or operations, and major impacted equipment. Additionally, a preliminary scope of work for the technical assistance should be provided. This includes the general tasks that the applicant would like FEMP to complete for the project. Projects with a preliminary scope of work will be given priority.

Reporting Requirements

Cooperation with reporting requirements is expected for selected applicants to accommodate tracking projects.
