  • There is one (1) permanent, full-time position with Oregon Parks and Recreation Department, this position is posted in Salem, Oregon.

PRIMARY POSITION DUTIES    
 
This position is in the Contracting Unit of the Procurement Division of the Administration Directorate of the Parks and Recreation Department.  The primary purpose of this position is to develop, review, and process documents including Personal & Professional Services, Goods, Agreements, and public improvement contracts from initial request to contract execution in accordance with state and federal requirements and in support of OPRD’s mission and customers.  
 
Contracts Officer  
  • Personal Service Contracts, Architectural and Engineering Contracts, Sponsorship Agreements, Interagency Agreement, Intergovernmental Agreement, Interstate Agreement, International Agreements, Public Works and Public Improvement Contracts, Supplies and Services Contracts;
  • Provides technical advise and language interpretation for applicable state and federal rules, laws, regulations and policies to execute the following tasks as part of the Contracts and Agreements Unit team utilizing Oregon Revised Statutes, State of Oregon Standard General Conditions for Public Improvement Contracts, Attorney General’s Model Public Contract Rules, Oregon Administrative Rules, and Bureau of Labor and Industries Prevailing Wage Rate laws and rules;
  • Independently negotiated and administer legally binding contracts or agreements without procedures or precedents.
  • Provides technical assistance to all levels of agency staff in developing, writing, and processing Request for Proposal (RFP) documents for Personal Service contracts; provides technical assistance to agency staff regarding Intergovernmental, Interstate, Interagency, and International agreements.  Provides technical assistance to agency staff regarding Invitations to Bid (ITB) for Public Works and Public Improvement Contracts and RFP for Personal Services Contracts and Architectural and Engineering Contracts including associated Amendments and Change Orders to ensure that solicitation documents and resulting contracts contain appropriate terms and conditions in compliance with applicable state and federal rules, laws, regulations and policies to protect OPRD from liability.
  • Analyzes, monitors, and evaluates contracts and agreements to ensure contracts and files are in compliance with applicable state and federal rules, laws, regulations and policies, and technically sufficient.  Approves various types of contract and agreement invoices to ensure compliance with applicable terms and conditions;
  • Prepares proposal evaluation packets for the evaluation team; interprets evaluation results and advises project manager or selection committee of selection decisions.  Requests new Expense Account (EA) numbers;
  • Facilitate pre-bid conferences and public bid openings;
  • Provides clarification for contract issues from bidders or potential contractors;
  • Responds to questions and complaints on bid or proposal protests;
  • Contributes to the development and/or update of OPRD contracting procedures;
  • Provides training for OPRD staff in contract procedures;
  • Solicits authorization from Lead Worker or Supervisor for coordinating legal sufficiency reviews with Assistant Attorney General;
  • Participates in other duties and conducts special projects as assigned by the Procurement Division Administrator;
  • Participate in National Institute of Governmental Purchasing training, Oregon Public Purchasing Association training contracting/purchasing, and DAS sponsored training.
QUALIFICATIONS  
  • Six years of experience negotiating, developing, administering and evaluating public or private service contracts or agreements.
  • For positions in procurement, three of the six years must have included deciding and writing specifications for the purchase of goods and services or developing and administering contracts.
  • A Bachelor’s Degree in Business or Public Administration, or a related degree that included course work in general business management, contract or business law, accounting, finance or economics can substitute for three years of experience.

DESIRED COMPETENCIES
 
The ideal candidate will have a performance record demonstrating the following desired competencies:
  • Knowledge of principles, practices, methods and techniques of public agency purchasing   procedures;
  • Ability to develop and implement sound, efficient, cost effective purchasing documents using state standards, procedures and processes;
  • Ability to obtain Oregon Procurement Basic Certification from Department of Administrative Services within six months of hire;
  • Explain regulations, administrative rules and specifications;
  • Knowledge of Oregon State Procurement Information System.
WORKING CONDITIONS  
 
General office environment with multiple, tight deadlines a daily occurrence.  OPRD is a decentralized Department with a substantial amount of contract and computer activity occurring at Area Offices and Parks.  While most business can be conducted via telephone and e-mail, occasional travel may be required.  Regular and consistent attendance is an essential function for all positions within the Procurement Division.
