  • There is one (1) permanent, part-time (.50 FTE) position with Oregon Parks and Recreation Department in Salem, Oregon. (Pay based on full-time FTE.)
  • This position is represented Association of Engineering Employees.
  • This recruitment will be used to establish a list of qualified people to fill the current opening and may be used to fill future vacancies.
Underfill Option: This position is classified as an Engineering Specialist 2.  However, we encourage candidates who meet the minimum qualifications of the Engineering Specialist 1 to apply (Salary $2,199 - $3,135). Applicants who meet the minimum qualifications for the Engineering Specialist 1 may be considered for a developmental program until they meet the requirements for the Engineering Specialist 2 classification.  Pay would be at the Engineering Specialist 1 level until minimum qualifications are met. Detailed information about the minimum requirements for each level is contained in the Qualifications section in this announcement. 
 
The State provides an excellent benefit and compensation package, which includes:
  • Option to participate in the Oregon Savings Growth Plan, a deferred compensation program offering a wide variety of investment options. 
  • 9 paid holidays, vacation leave earned at the rate of 8 hours per month, with increases in 5 year increments, 8 hours of sick leave monthly, and an additional twenty-four (24) hours of vacation leave shall be accrued, twelve (12) hours on February 1 and twelve (12) on July 1 by each regular status, full-time employee who has successfully completed trial service following initial appointment to State service. Part-time employees shall accrue vacation leave, sick leave, and holiday pay based on the hours worked in a month.
  • A generous contribution toward individual and family health and dental insurance.  Employer paid $5,000 basic life insurance with additional coverage available including long- and short-term disability plans, accidental death and dismemberment plans and long-term care insurance.
Part-time employees are entitled to employer paid insurance benefits.  The employer covered insurance is based on a full-time (1.0 FTE), any employee who does not work full-time (1.0 FTE) will have their insurance benefits pro-rated based on their (FTE).  The cost of the benefits is pro-rated based on the permanent (FTE) for the position and each employee has the right to pay the difference between the employer paid insurance benefits and the full premium amount through payroll deductions.

PRIMARY POSITION DUTIES  
The purpose of this job/position is to . . . provide drafting and support on the design and construction of civil engineering projects at State Parks. This is achieved mostly by CAD drafting. Also a technician level design, field inspections, land surveying, construction observation, construction inspection, and office support is provided also.  Office support is focused on maintenance of the electronic and hard copy drawings file system. This position is a part of the Program and Support group within the Engineering and Design Division of the Oregon Parks and Recreation Department.  The emphasis with this position will be the drafting of civil engineering and architectural projects as part of the Facility Investment Program (FIP) and various grant programs utilized in conjunction with the FIP program. Program typically ranges in $12 to $18 million per biennium.
 
Drafting  
 
Typical tasks:  uses computer-aided drafting (CAD) for the following:  develops, drafts, and dimensions details based on sketches, notes; develop maps from field data;  determines details, cross sections, plans and views and the organizational layout necessary for contract plans.  
 
Office Engineering/General Office Support  
 
Typical tasks:  responsible for the recording and accuracy of project records; research survey records prior to field work, as well as public document research.  Continual updating of project records, filing those records and archiving those records at the appropriate time.  
 
Generate and Update Maps and Floor Plans  
 
Generate, revise floor plans for the Salem Headquarters for the Business Services Unit upon request.  Provide maps or other park property documents to field/Salem staff upon request.   Respond to requests for copies of Drawings for Public, OPRD Field staff, etc.  Request for OPRD park property drawings, plans and maps from Park Managers, Salem personnel and the general public are continuously responded to by this individual.  
 
State Maps  
 
Generate special maps for other divisions within OPRD.  This position is sometimes called upon to produce OPRD property maps and other maps within the State of Oregon by the field or other sections in the Salem Headquarters.  
 
ELECTRONIC File Management  
 
Monitor electronic storage of CAD files and purge unneeded records as needed. This position is required to maintain the E&D electronic storage system and to provide quality control of all OPRD maintained and generated drawings.  
 
Hard Copy File Management  
 
Assisting the Engineering Manager by maintaining the order of hard copy drawings, maps and project files. Archiving unused maps and drawings as necessary to make room for newly generated documents. Assisting with the generation and maintenance of design standards files.  
 
Construction inspection  
 
Typical tasks:  inspects construction materials for quantity, quality, and conformance to applicable specifications; records characteristics of materials incorporated into the project by the contractor; inspects contractors' work on construction projects; inputs construction data into computerized record systems; reviews and records material quantities and other data received from other inspectors.  
 
Field testing  
 
T ypical tasks:  performs routine physical tests; evaluates contractor documents for conformance to specifications, under general supervision; obtains samples of construction materials from material suppliers or at construction sites; assists in performing complex physical tests in the field, to determine quality of materials; conducts required material compaction and gradation tests; collects test data on existing pavements; assists in the training of other Engineering Specialists.
 
QUALIFICATIONS  
 
Engineering Specialist 2
  • an Associate's degree in Engineering technology from a community college or technical school of engineering and two years of experience directly related to engineering; OR
  • three and one-half years (42 months) of sub-professional engineering experience OR
  • an equivalent combination of education and experience.
Engineering Specialist 1
  • an Associate's degree in Engineering Technology from a community college or technical school; OR
  • eighteen months of experience directly related to engineering; OR
  • an equivalent combination of education and experience.

DESIRED COMPETENCIES
 
The ideal candidate will have a performance record demonstrating the following desired competencies:
  • Experience drafting variety of projects including roads, boat ramps, restroom site plans, parking lots, storm water conveyance and treatment systems, underground utilities, floating docks, stream bank erosion control systems, small buildings and general park site design
  • Very skilled in AutoCAD applications;
  • Experience working with diverse work team including engineers, surveyors, architects, project managers and field staff
  • Experience with management of drafting (electronic and hard copy) library
WORKING CONDITIONS    
 
The work is statewide, which requires some time spent on travel status otherwise, normal office environment. This position demands open communication and the ability of each individual to effectively and readily participate as a member of a strong team working environment.
 
This position requires the employee to have a valid and current Oregon Drivers License in order to meet the travel needs of the position.
