GENERAL INFORMATION

There is one (1) developmental job rotation, full-time position with Oregon Parks and Recreation Department, located in Salem. This job rotation is expected to last six (6) months but could terminate at any time.
  • Underfill Option: This position is classified as a Safety Specialist 1, however, we encourage candidates who meet the minimum qualifications of the Administrative Specialist 2 to apply (Salary $2,388 - $3437/month).   • Experience gained can be listed as part of the employee’s qualifications on future applications.  The employee chosen for this assignment will retain their current classification and will have the right to return to their permanent position at the end of the rotation.

Work Out-of-Classification (b)An employee performing duties out-of-classification for training or     developmental purposes shall be informed in writing of the purpose and length of the assignment during which there shall be no extra pay for the work.  A copy of the notice shall be placed in the employee’s file.”
  • This is a Management Service position in a non-supervisory capacity.

PRIMARY POSITION DUTIES  
 
This position provides technical loss control/risk management services to OPRD including onsite risk assessment, data trend analysis, loss prevention strategy, property and insurance related consultation and functions as the agency liaison to DAS and DOJ regarding tort litigation and risk management claim actions.  This position also administers the workers compensation program.  This includes all facets of workers compensation claims management and consultation in safety and incident preventions to reduce occupational incidents, injuries and illnesses and which meet or exceed applicable federal/state laws and rules.  Attends as support and consultation to the Statewide Safety Review Board, Invasive Species Committee and the Visitor Safety Academy Directors.
 
Workers Compensation
  • Administers OPRD’s Worker’s Compensation claims through consultation with claims adjusters and medical community, supervisors and subject workers.
  • Manages claim documentation for completeness and distribution.
  • Monitors all on the job injury claims for compliance with OPRD’s policy’s and SEIU contract
  • Coordinates injured worker return to work through correspondence with the worker, supervisor, worker’s physician, SAIF return to work specialists and claims adjusters.
  • Represents the agency in worker’s compensation case mediation.
  • Coordinates the investigation of potentially fraudulent claims.
  • Facilitates the application and completion of the EAIP program to include all appropriate releases, purchases, assessments and wage subsidies.
  • Conduct claims review discussions with SAIF and DAS representing OPRD with relation to evaluate exposure potential, compensability of the claim, settlements and other legal issues related to the claim.
  • Develops Job analysis, position descriptions and written job offer letters to the physician, supervisor and injured worker.
  • Provide injury statistics to managers when requested and identify trends and assists in developing strategies for future prevention priorities.
  • Provides training to all manner of staff on the worker compensation process
  • Tracks and monitors all work compensation claims.
  • Provides trend analysis and information when requested to identify areas for improvement.
  • Manages claim documentation for completeness.
Safety
  • Identifies, selects, implements and monitors safety and health programs.
  • Prepares reports for management including analysis of injuries and safety violations and recommend control and correction of hazards.
  • Coordinates the statewide Safety Review Board as a consultant.
  • Responsible for the Safety Review Board documentation.
  • Attends management unit and Salem HQ safety meetings as a consultant to provide advice, counsel and support the Departments safety goals, programs and initiatives and ensure compliance with all laws and rules.
  • Conducts safety inspections of department operations and facilities and provides written documentation of inspections activities to park managers.
  • Assists with or conducts safety training when needed.
  • Trains or coordinates training such as modules or form completion as needed or as requested.
  • Responds to employee safety concerns, resolving safety problems, complaints and grievances by working with safety committees and HR.
  • Monitors incident statistics to establish trends and develop strategies for future prevention.
  • Consults with HR and management in performance management discussions.
  • Participates in the review of Safety program development for consistency and compliance.
  • Provides advice and directions to managers and employees to identify potential worker and environmental hazards.
  • Identifies areas in the agency where additional training are needed in keeping with OR-OSHA rules and applicable laws.
  • Consults with HR and Management staff in performance management discussions regarding consequences.
  • Oversees management of records required by OSHA regulations.
  • Serves as agency representative in negotiation settlements as a result of OHSA citations.
  • Maintains a pesticide consultant license.
  • Serves as a consultant to the Invasive Species Committee and to certified pesticide applicators in the agency.
Risk Management
  • Develops and implements hazard identification processes with exposure reductions techniques.
  • Processes tort (liability) claims.
  • Coordinates agency response and investigation to tort claims.
  • Interfaces with DAS Risk Management in the following areas: self-insurance policies, risk policies, claims notices, investigatory letters and calls, loss reports, assessment or loss allocation plans, risk reports, contract clauses, insurance renewals, and risk and property insurance consultations.
  • Serves as the contact for all property related risk management issues.
  • Develops and implements property and liability filing procedure.
  • Develops and maintains method to track claims.
  • Creates a claim data process to conduct trend analysis and prepare reports.
  • Compares and contrast departmental internal risk assessments with DAS.
  • Analyzes the need for risk management training and develops the appropriate programs.
  • Provides information and assistance in conducting Agency Risk Assessments to mitigate future risk exposures.
  • Educates mangers in the risk claim processing.
  • Responds to public record requests with the safety manager to ensure the proper and timely response through research of claim data.
  • Determines the potential of public record requests for litigations with the safety and risk manager.
  • Identify activities which may increase agency risk and conduct a risk assessment to reduce, eliminate or transfer risk.
  • Serves as the agency liaison with DOJ regarding tort actions involving OPRD.
Data Management
  • Collects information regarding incidents occurring at all park properties and posts to an Access database.
  • Collects compliance requests, citations and exclusions issued and tracks the citations and exclusions in an Access database,
  • Responds to requests for information from internal and external customers,
  • Enforcement
  • Responds to questions regarding rules and application at the park level from enforcement staff or the public.
  • Provides information to the public regarding citation issuance.
  • Provides updated information on changes to the base fine schedule.
  • Assists rangers with rule enforcement questions.
  • Liaison with Circuit courts and traffic courts.
  • Assists in locating rules for enforcement staff.
  • Updates OPRD enforcement rule books.
  • Develops new and revises policies and directives relating to the enforcement program.
  • Assists with the Visitor Safety Academy (VSA).
  • Provides training as needed at the VSA.
  • Maintains the enforcement badges which have been turned in.
  • Maintains the current enforcement officer list.
Ergonomic Consultant
  • Conducts ergonomic assessments for new employees and those who are identifying concerns about work space.
  • Conducts complex and sensitive ergonomic evaluations such as ADA related, work compensation related, medical issue related.
  • Recommends changes to the work station to better fit the worker.
  • Work with Procurement to make changes or order equipment for ergonomic needs.
  • Investigation
  • Conducts investigations in response to complaints regarding staff, vendor or visitor conduct or behavior.
  • Recommends a course of action or refer to division managers for action.
  • Provides an expert consultant for incident investigations within the agency for visitor or employee injuries or fatalities.
QUALIFICATIONS  
 
Safety Specialist 1
  • Three years experience that included duties working with Workers’ Compensation loss prevention, the return to work of injured employees, and/or occupational health and wellness programs. OR
  • A Bachelor’s Degree in Industrial Hygiene, Occupational Health and Safety, or a related field.
Administrative Specialist 2 – Underfill Option
  • Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations; OR
  • an equivalent combination of training and experience.
One year of postsecondary education may be substituted for up to one year of the experience.

WORKING CONDITIONS  
 
The position mainly works out of Salem. It requires working with multiple projects and priorities, dealing with demanding issues, working with conflicting and/or short timelines, and attending meetings of managers, employees, and or applicants.  May encounter emotionally charged individuals.  Requires operating a computer utilizing a variety of software programs. Requires frequent statewide travel; occasional overnight travel and irregular working hours.  Occasionally required to work outdoors in adverse weather conditions on steep, rugged terrain.  Frequent working conditions may include equipment demonstrations.  Additional work locations will include indoor locations such as park offices, shops and maintenance areas.
 
Must have an acceptable Criminal History Check and requires a valid driver’s license and an acceptable driving record or an acceptable alternative method of transportation.
