	Oil and Gas and Sulphur Operations in the Outer Continental Shelf – Incident Reporting Requirements Date Published: July 8, 2003 - See Extension of Comment Period for Proposed Rule , Federal Register Cite: 68, No.147 FR 44910 (7/31/2003) Regulatory Information Number: 1010–AC57 Federal Register Cite: 68, No. 130 FR 40585 Summary: This proposed rule revises and clarifies MMS requirements for reporting incidents associated with Outer Continental Shelf (OCS) oil and gas and other mineral operations.  It adds a requirement for written reports and proposes the use of two new MMS report forms. The written reports must be submitted electronically. MMS has developed these reporting requirements in conjunction with the U.S. Coast Guard (USCG) and intends them to be as consistent as possible with USCG requirements for incidents where the two agencies have mutual interest and responsibilities. MMS is also working with the USCG to develop a single point electronic reporting system that would allow incident reports submitted through this single point to be sent to both agencies. This will help minimize duplicative reporting required by the two agencies. 	Oil and Gas and Sulphur Operations in the Outer Continental Shelf—Revision of Requirements Governing Outer Continental Shelf Rights-of-Use and Easement and Pipeline Rights-of-Way Date Published: April 24, 2003 Regulatory Information Number: 1010–AC91 Federal Register Cite: 68 No. 79 FR 20091 Summary: MMS is proposing to modify requirements governing rights-of-use and easements and pipeline rights-of-way on the Outer Continental Shelf (OCS). These changes will increase rental rates for pipeline rights-of-way and establish rentals for rights-of-use and easements. This change is needed because of requests by lessees and pipeline right-of-way holders to use large areas outside of the area covered by their lease and pipeline right-of-way for accessory structures. This rule will require holders of rights-of-use and easements and holders of large areas as part of a pipeline  right-of-way to pay rentals on a per acre basis. Public Comments
	Relief or Reduction in Royalty Rates—Deep Gas Provisions under Notice of Proposed Rules (2003) Date Published: March 26, 2003 Regulatory Information Number: 1010-AD01 Federal Register Cite: 68 No. 58 FR 14868 Summary:  We (MMS) propose provisions for suspension of royalties for leases in shallow water on production associated with deep gas drilling. For a lease in the Gulf of Mexico (GOM), the proposed rule specifies the location, timing and depth of exploration and  production that qualifies the lease for royalty suspension in connection with drilling for gas in deep reservoirs. Also, we propose price  thresholds above which royalties must be paid even though production may otherwise qualify for royalty suspension. Public Comments

	Oil and Gas and Sulphur Operations in the Outer Continental Shelf—Documents Incorporated by Reference—API RP 14F and API RP 14FZ Date Published: January 14, 2003 Regulatory Information Number: 1010–AC-89 Federal Register Cite: Vol. 68 No. 9, FR 1808 Summary: MMS is proposing to update one document already incorporated by reference into our regulations, and add another document to be incorporated by reference for the first time into our regulations governing oil and gas and sulphur operations in the Outer Continental Shelf (OCS). These revisions will ensure that lessees use the best available and safest technologies while operating in the OCS. The updated document, API RP 14F, is the Fourth Edition of the American Petroleum Institute’s (API) Recommended Practice for Design and Installation of Electrical Systems for Fixed and Floating Offshore Petroleum Facilities for Unclassified and Class I, Division 1 and Division 2 Locations. The new document, API RP 14FZ, is titled ‘‘Recommended Practice for Design and Installation of Electrical Systems for Fixed and Floating Offshore Petroleum Facilities for Unclassified and Class I, Zone 0, Zone 1 and Zone 2 Locations.
