In the National Center for Family Literacy's Basic Implementation training,
there is a portion of time in the "Putting the Pieces Together" on
collaboration.  In that part of the manual, there is a wonderful chart to
complete based on your own community which helps you to identify community
resources and contributions.  If you have access to that manual, you may
find those pages quite useful in assessing the community.
