What is the Board Mission?

The State Personnel Board makes rules governing the state personnel system and hears appeals by applicants and employees in the state personnel system.  The Board’s mission is:  to resolve disputes involving state employees and agencies in a manner that is fair, efficient, and understandable for all parties; to establish policies and rules that protect and recognize merit as the basis for state employment while balancing management’s need for discretion and flexibility;  and to provide guidance in achieving and maintaining a sound, comprehensive, and uniform system of human resource management through rules, decisions, communication, and training.

The October 21, 2008 Public Meeting of the State Personnel Board will be held at the Colorado State Personnel Board, 633 17th Street, Suite 1400, Courtroom 1, Denver, Colorado, beginning at 9:00 a.m.

What information is available from the green buttons on the left side of this page?  

The green buttons on the left side of the homepage contain the following information.

The first green button, "Board Home," is the homepage, where basic information about the Board's Mission, monthly Board Meetings, current Board members and staff, how to contact the Board, and how to file an appeal is accessible.

The second green button, "Board Meetings and Board Orders," includes the Agenda of the current meeting and previous meetings for the year; Minutes of previous meetings from the last year, which have been approved by the Board; and Board Orders, arranged by case numbers of orders generated by the Board numbered as follows: 1996 and prior, 1997-2000, and 2001-2009. For example, a Board Order for case number 2003B127 would be found by clicking on 2001-2009, then clicking on 2003, and finally clicking on 2003B127.

The third green button, "Board Processes and Programs," has a drop-down menu for information covering the topics of Hearings and Appeals, Filing Requirements, The Grievance Process, Mediation and Settlement Programs, and Training. 

The fourth green button, "Board Rulemaking," provides announcements for upcoming rulemaking, including the Notice of Rulemaking, Proposed Rules, Proposed Statement of Basis and Purpose, and State Personnel Director's Rulemaking.

The fifth green button, "Board Rules," has two versions of the Board Rules: (1) Rules and Procedures effective 7/1/05 or later, and (2) Rules and Procedures prior to 7/1/05.

The sixth green button, "Decision Annotations," is divided into four parts: Part I has annotations to older cases and rules for cases numbered 1995 or earlier; Parts II and III are annotations to cases decided between 1994 and 1998; and Part IV is a current annotation for cases numbered 1998 through 2008.  Decision Annotations, Parts II, III, and IV, link to each Initial Decision of the Administrative Law Judge in that annotation.

The seventh green button, "Initial Decisions," links to case numbers of Initial Decisions of the Administrative Law Judges numbered: 1996 and prior, 1997-2000, and 2001-2009. For example, an Initial Decision for case number 2003B159 would be found by clicking on 2001-2009, then clicking on 2003, and finally clicking on 2003B159.

The eighth green button, "Preliminary Recommendations," links to case numbers of Preliminary Recommendations of the Administrative Law Judges, as issued in a particular month and placed on the Agenda for the Board meeting for that month.

When and where are Board Meetings held?  

Board meetings are regularly held on the third Tuesday of every month, beginning at 9:00 a.m., at the Colorado State Personnel Board, 633 17th Street, Suite 1400, Courtroom 1, Denver, Colorado  80202-3604. Also, note the Board meeting announcements, as seen above (between the green stars). 

Who are the Board Members and Staff?

The Board consists of five members serving five-year terms.  Three members are appointed by the Governor (Roberto Corrada, Dana Shea-Reid, MaryAnn Whiteside) and two members are elected by certified state employees (Rich Djokic and Robert Thompson).  None of the members can be a current state employee. The Board members are as follows: 

The Board staff includes Kristin F. Rozansky, Director; Administrative Law Judges Mary S. McClatchey, Hollyce H. Farrell, and Denise M. DeForest; Jane F. Sprague, General Professional III; and Andrea C. Woods, Program Assistant.

The office is open Monday through Friday from 8:00 a.m. to 5:00 p.m.

How do I file an appeal?
