Literacy Funding Increases by $100 Million

- November 19, 1999 -

Literacy funding will reach a historic high as a result of Congressional
action this week.  During the final days of the session, lawmakers agreed to
a $100 million dollar increase over last year's funding levels - an all-time
high for literacy funding. 

State education agencies will receive $85 million more for adult education
basic state grant funds, most of which they award to local adult education,
ESL, family, and community-based literacy programs.  Of the total increase
to the states, $25 million is earmarked for ESL programs.  In addition, Even
Start funding has been increased by $15 million for next year. (For
information on how to apply for grants, contact your state director of adult
education or the U.S. Department of Education.)

While Congress and the President have agreed on final funding, the Senate
has not yet taken formal action on the bill.  The Senate will likely approve
the bill in the next few days and then send it to the President for
signature.  A chart comparing funding over recent years follows.
