Lucy:   Have you considered having GED classes on site at the industry or
business?  You might be able to work out an agreement with the employer to
permit the employee to attend class for one hour on company time with pay.
Some employers are will to do this.    I would try to get your state welfare
department involved in working with the company at the time the employee is
placed on the job to arrange for additional education.  Most employers are
interested in assisting employees improve their education and skills.

In North Carolina, we are seeing many welfare recipients lacking GEDs being
pushed into jobs with no future.  What could change that picture would be
the opportunity to earn a GED so that these jobs could be transitional
rather than terminal.  But as most of these new employees are parents
stressed to the max, pursuing a GED after work is not psychologically
feasible.  A viable alternative would be GED prep at the worksite, perhaps
over lunch hour.  

Do you people know of any exemplary models? I have seen instances of nominal
access to worksite basic skills without real-time progress towards the GED
occurring.  I am looking for models where there is a commitment to outcomes
and upward mobility for entry level folks.
