The Fellows will work on their projects from October 1, 1999 through September 2000; final reports will be made available after the grant period. The winning proposals, selected from a pool of 46 applications, were reviewed at three different levels. Selection criteria required the projects to be national in scope and applicants to have five years of experience directly relevant to the proposal topic. Criteria also rewarded proposals that addressed learner leadership in the field and literacy program accountability.
