Visit www.usworkforce.org to review the new regulations when published that include Sec. 662 concerning one stops. The Department anticipates issuing further nonregulatory guidance to help adult and vocational education programs apply the DOL regulations. ED/DOL Walk Talk On Cooperation ED is encouraging state-level cooperation in implementing the Workforce Investment Act (WIA). We're walking the talk. Here are a few areas of ED/DOL cooperation in implementing WIA: * cooperating in development of DOL's draft regulations on Title I (see below); * working together to create WIA's national incentive award program based on States' performance under Title I (employment and training), Title II (adult education) and Title IV (vocational rehabilitation); * aligning performance accountability and reporting systems, using common definitions where possible, to help local, state and federal levels share information; * creating joint policy on unified plans for future joint guidance; * planning joint cross-training and technical assistance activities involving the Rehabilitation Service and DOL; * working together on issues related to One Stop centers; and * planning joint reviews of unified state plans. Contact mike_dean@ed.gov New Jobs Require Education Just-released reports from the Vice President's Summit on 21st Century Skills for 21st Century Jobs show that of the ten job categories fastest growing through 2006 only two--home health aides and home care aides--require skills that can be acquired through short-term training. Three positions expected to increase at the highest rates--data base administrators, computer engineers, and systems analysts--all require college degrees. Another report indicates that businesses with higher than average educational attainment among employees have higher than average productivity. Firms that provide formal training at the work site on average raise productivity by 15-20%.
