Kentucky developed a set of indicators of program quality a few years ago. 
 Also, they have guidelines for funding workplace literacy programs with state 
monies.  I would suggest contacting Wibby Pratt or Jim Thompson at the Kentucky 
Department for Adult Education and Literacy, 502-564-4062.
