Oregon Educational Aid for Veterans
Veterans' Education Program
ODVA Web Logo The Oregon Department of Veterans' Affairs provides educational benefits for pursuit of approved training courses.
Benefits will be paid for as many months as the veteran spent in active service, up to a maximum of 36 months. Veterans' who qualify for the program are entitled to receive up to $150 per month.
 
Benefits are paid for classroom instruction, home study courses, and for vocational training from an accredited educational institution.
 
ODVA’s Educational Aid will not be paid if the veteran is currently receiving federal educational benefits under any federal act.
Payment Amounts
  • Full-time students are entitled to receive up to $150 per month.
  • Part-time students are entitled to receive up to $100 per month.
  • School criteria determines full-time and part-time status.
Eligibility Requirements
1. Active duty in the Armed Forces of the U.S. for not less than 90 days; and
2. Released from military service under honorable conditions; and
3. Is a resident of Oregon when applying for State Educational Aid; and
4. Is a citizen of the United States; and
5. Served during the Korean War (June 25, 1950 to January 31, 1955) or after June 30, 1958.
Getting Started and Who to Contact
Eligibility forms, application forms, and counseling about Oregon Educational Aid for Veterans are available from the following:
FORM 1004-M -- EDUCATIONAL AID - ELIGIBILITY DETERMINATION 
You need to complete Form 1004-M Only Once in Your Life Time, provided ODVA approves your first request for educational aid. 
Fill out and sign Form 1004-M and submit with the following:
  • Certified copy of either the Report of Separation from the Armed Forces, or Certificate of Release or Discharge From Active Duty, DD Form 214.
NOTE: A certified copy must have an original seal and signature of the party certifying the document.

FORM 1005-M -- APPLICATION FOR OREGON VETERANS' EDUCATIONAL AID
Please submit Form 1005-M directly to the school. It MUST be submitted once for each new term or enrollment period.
Complete and sign Section I of Form 1005-M.
Give it to the school office, along with receipts for tuition, books, supplies, lab fees, and a copy of any other expenses related to the course.
  • The application must be submitted at the time of enrollment.
  • An application dated after the term is completed will NOT be approved. 

School officials will be required to certify (by completing Section II) the amount that the student paid for the following items:
  • Tuition
  • Lab Fees
  • Books
  • Supplies

FORM 1006-M - INFORMATION FOR STATEMENT OF EDUCATIONAL AID


At the end of each month of institutional attendance, the school office submits Form 1006-M. ODVA must receive one Form 1006-M for each full or partial month of attendance.
 
These forms certify the status of the student for eligibility purposes and certify any changes of program, hours, or costs.
 
The student will not be paid any benefits, if these forms are not submitted to ODVA at the proper time.
 
It is the student's responsibility to keep the school office informed of any such changes and to verify the school attendance record is correct.
 
As provided by law, overpayment because of incorrect reports must be repaid to ODVA.
