Secretary of State Rice to Participate in Foreign Affairs Day Commemoration for Fallen Foreign Service Members

Secretary of State Condoleezza Rice will deliver remarks honoring Foreign Service members who died in the line of duty during the American Foreign Service Association’s (AFSA) Memorial Plaque Ceremony on Friday, May 5, 2006 at 10:20 a.m. in the C Street Diplomatic Lobby of the Department of State. Ambassador Tony Holmes, President of AFSA, will also give remarks.

The Foreign Affairs Day Ceremony is a special opportunity to honor the employees who have made the ultimate sacrifice in service to their country. Four names will be added to the plaque this year:

Barbara C. Heald, who served in 2005 as a civilian employee of the Army’s Project and Contracting Office, at Embassy Baghdad;
Lieutenant Commander Keith E. Taylor, who served in 2005 as Chief Contracting Officer for transportation and communications for the Project and Contracting Office, at Embassy Baghdad;
Diplomatic Security Special Agent Stephen E. Sullivan, who served in 2005 as Acting Regional Security Officer for the Regional Embassy Office in Mosul, Iraq;
David E. Foy, who served in 2006 as Facilities Manager at the U.S. Consulate in Karachi, Pakistan.
