Deputy Under Secretary for Health for Operations and Management

William F. Feeley was appointed Deputy Under Secretary for Health for Operations and Management in the Veterans Health Administration (VHA) of the Department of Veterans Affairs in February 2006.  In this role he is the Chief Operating Officer responsible for VHA’s 21 Veterans Integrated Service Networks.

Mr. Feeley is also responsible for VHA administrative programs, including business operations, facilities management, canteen services, health care engineering, and safety and technical services.  He also serves as Historic Preservation Policy Officer.

Prior to his appointment, Mr. Feeley served as director of the VA Healthcare Network Upstate New York since March 31, 2003. He was responsible for a health care system that cared for more than 140,000 veterans in upstate New York through five VA medical centers in Albany, Bath, Buffalo/Batavia, Canandaigua and Syracuse, and 28 community-based VA outpatient clinics. 

As a VHA Network Director, Mr. Feeley contributed to VA health care and organizational quality by serving as co-chair of the VHA Performance Management Work Group, co-chair of the VHA National Advanced Clinic Access Steering Committee, member of the VHA National Leadership Board, and member of the VHA National Leadership Board’s Human Resources Committee. 

From 1998 to 2003, Mr. Feeley was director of the VA Western New York Healthcare System.  During this period, he served as a member of the Board of Directors for the Buffalo-Niagara Health Quality Coalition and was involved in applying VA benchmarks in health care quality to community hospitals.  

With more than 30 years of career federal service, Mr. Feeley has held appointments as the associate director for the VA Western New York Healthcare System, the Northampton VA Medical Center, and the Grand Junction VA Medical Center. 

Mr. Feeley received his bachelor’s degree in sociology in 1969 from Providence College and his master’s degree in social work in 1971 from Boston University. He is a 1992 graduate of the Federal Health Care Executives Institute and a Fellow of the American College of Healthcare Executives.
