General Information

The State Controller is David J. McDermott.  His office, the Office of the State Controller (OSC), manages the financial affairs of the State of Colorado. His office promulgates the State Fiscal Rules, performs statewide financial reports, maintains liaisons with state agency financial personnel, oversees the state end-of-year financial close, manages the state contracting process, manages the state fraud hotline, performs target audit and review activities, maintains central aspects of the state’s financial system, such as Form 1099 reporting and warrants (checks) issuance, manages central payroll functions, and generally establishes policy relating to the state’s financial affairs.  For further information go to the Quick Facts page.

Mission Statement

The mission of the Colorado Office of the State Controller is to provide leadership, oversight, and guidance to state agencies and institutions of higher education in the management of the State of Colorado’s financial affairs; to efficiently and effectively operate financial systems and processes, apply the applicable laws and rules, and supply accurate and timely financial information to our users and customers.

The Colorado Office of the State Controller is recognized as a leader in fiscal management and financial reporting in Colorado and the nation.  The OSC will be a support-oriented organization while assuring state agencies are in compliance with all applicable financial laws, regulations, and generally accepted accounting principles.  The OSC will apply financial expertise through the redesign of statewide processes that result in innovative solutions, which add value, maximize performance, and improve results in a measurable, accountable, and responsible manner.
