Out-of-State Renewals & Replacements
Driver License
If you are not active duty military and are temporarily outside of Oregon and your Oregon license has been lost, stolen, mutilated, destroyed, or is about to expire, you may be eligible to apply for a “Valid With Previous Photo” driver license or permit.
 
To be eligible for a “Valid With Previous Photo” driver license or permit, you must have had your picture taken at an Oregon DMV field office on or after July 1, 2008.  If you have not had a driver license or permit issued by Oregon DMV since July 1, 2008, you are not eligible for issuance of a “Valid With Previous Photo” license.
 
To order a Valid-With-Previous-Photo (VWPP) packet, fill out and submit the general online driver question form entirely, specifying your request in step 4 of the form to have a VWPP packet sent to you at an alternate specified address.
