Technical Documentation of OBQI Measure Calculation

Calculation of Risk-Adjusted Outcome Rates are adjusted to compensate for differences in the patient population served by different home health agencies. For each patient episode of care, a predicted outcome probability is calculated based on the patient's condition as reflected by multiple measures of health status at the time of admission to home health care. Predicted and observed outcomes are aggregated across all eligible patients served by home health agencies to obtain national observed and predicted rates.

Calculation of Descriptive Outcome Rates are not adjusted. Observed outcomes are aggregated across all eligible patients served by home health agencies and aggregated to obtain a national observed rate.

OBQI Translator Conversion Tool

The workbook, named HHQIOBQIConverter.pdf, enables a home health agency to calculate the risk-adjusted agency outcomes rates that appear on Home Health Compare using its own Risk-Adjusted Outcome Report, and to see how those rates compare with current national and state rates. Because quality measures are updated quarterly to reflect more recent data, a new workbook containing national and state outcome rates is released to coincide with each quarterly update. The workbook and instructions to use can be found in the Download section below.
