When USDA was established
in 1862 by President
Lincoln, he called
it the Peoples
Department,
because it served
most Americans. As
the Peoples
Department, our success
will be determined
by how well we go
about addressing our
human capital (people)
needs. The role of
the Office of Human
Capital Management
is to facilitate the
attainment of USDAs
strategic goals and
program objectives
by ensuring we recruit
and retain a diverse
highly-skilled workforce
aligned with our program
needs as well as to
promote a competency-based
and results-oriented
performance culture.
