Commerce Committee Approves Legislation to Strengthen Aviation Security
Stevens Provision Would Enhance and Improve Baggage Security System
 

WASHINGTON, D.C. – The Senate Committee on Commerce, Science and Transportation today reported the Aviation Security Improvement Act (S. 509) with a provision sponsored by Senator Ted Stevens (R-Alaska). Senator Stevens’ provision will provide the nation’s airports and the Transportation Security Administration (TSA) with long-term funding which will significantly improve and expedite the installation of baggage screening and explosive detection systems at the nation’s airports.  This will enhance traveler safety and provide more efficient screening and processing at airports across the country. The measure now awaits consideration by the full Senate.


“Congress, TSA, and airports have all struggled to find a workable funding solution to install efficient passenger baggage screening systems at our nation’s airports,” said Senator Stevens. “We believe this provision provides a simple resolution to a complex issue.  This approach provides a practical and realistic alternative to other proposals, many of which are still on the drawing board.”

The Aviation Security Improvement Act (S. 509) would require the screening of all cargo on passenger airplanes within three years. The cargo screening program strikes a balance between ensuring all cargo on passenger aircraft is secure and ensuring the movement of commerce.

The bill also addresses passenger prescreening, a primary concern of air travelers and Congress, where passengers are mistakenly identified as a potential threat. This bill would ensure a system is in place to redress mistaken identity issues and requires the TSA to move rapidly to develop a strategic plan to test and implement an advanced passenger prescreening system.

“Overall this bill is a commonsense solution that will efficiently improve and enhance the nation’s aviation security,” Senator Stevens said.
