The government intends to issue a sole source purchase order for the items set forth below. The U.S. Department of Education, Office of the Secretary, intends to award a purchase order to obtain expert services regarding tracking and reconciliation of budgetary accounts; resolving problems with commitments, obligations and expenditure transactions; monitoring and reconciling travel accounts for the Office of the Secretary, White House Initiative Offices and Advisory Councils using the Department's E2 Travel Solutions Travel Manager system; maintaining and enhancing the system for tracking expenditures throughout the fiscal year 2009 and providing training to Executive Management Staff employees in using the enhanced system, including continued training on entering and modifying data and producing reports; and developing detailed as well as summary reports appropriate for Chief of Staff and other senior officials. Knowledge of the agency's EDCAPs Financial System and E2 Travel Solutions Travel Manager programs is preferred, but not required.



This purchase order is intended as a sole source award to A. Marvey Beyer, 11836 Ramble Drive, Owings, MD 20736. Mrs. Beyer is a budget expert recognized in the Office of the Secretary for her historical knowledge and expertise in the Office of the Secretary's budget. Through previous experience with the Department, she was responsible for the development and monitoring of the budget. She has extensive knowledge of the needs of the organization in terms of reports and data. Mrs. Beyer has worked closely with the Office of the Chief Financial Officer (OCFO) on issues such as accounting records adjustments, interagency agreements, resolution of problems with obligations and expenditures, etc. The combination of her expertise, extensive background and comprehensive experience provide Mrs. Beyer with unique qualification.



The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement on or before the Response Date state in this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.



All responsible vendors may submit a quote, which, if received by the closing date, will be considered by ED. Proposals will be evaluated based on price, capabilities, and past performance.



The period of performance for services will be October 1, 2008 through September 30, 2009 and will be pending availability of FY09 funds.
