Proposed Rule Changes
PROPOSED RULES FOR SALMON SEASON STATE OF EMERGENCY GRANTS
The Oregon Watershed Enhancement Board (OWEB) is seeking public comment on proposed rules that would make permanent the temporary rule amendments to Division 7 of OAR 695.  These amendments allow the Oregon Watershed Enhancement Board to apply award preferences for restoration, inventory and data collection, and project development grants that support priority salmon habitat enhancement and that are able to create work opportunities for fishers displaced by the 2008 limitations on ocean commercial and sport salmon fishing.  These rules are in response to the Governor’s Executive Order No. 08-10 declaring a state of emergency.

The public comment period for the proposed rules begins on August 1, 2008, and will close at 5:00 p.m. on Friday, August 22, 2008.  To comment on the proposed rules, please send written comments to Melissa Leoni at the address above, or send comments by email to melissa.leoni@state.or.us, with the phrase “2008 Salmon Season Grant Rules” in the subject line. 
 
The Board will hold a public hearing on August 19, 2008, to receive comments regarding the proposed rules.  The hearing begins at 2:00 p.m. and will be held in the Mill Creek Room (first floor) of the State Lands Building in Salem (775 Summer Street NE).  Both oral and written comments will be accepted at the hearing. 
 
 
PROPOSED GRANT ADMINISTRATION RULES
The Oregon Watershed Enhancement Board (OWEB) will consider proposed rules that update grant administration rules to benefit implementation of OWEB’s grant program at its September 16-17, 2008 Board meeting.  OWEB is proposing revisions to its administrative rules in divisions 5, 10, 35, and 40, and is proposing to add a new division 4 that frames the ability of the OWEB Board to make watershed enhancement investments through the regular grant program or through specific initiatives or programs.

Temporary Administrative Rules
The Board adopted temporary administrative rules related to Governor's Executive Order No. 08-10 declaring a state or emergency due to limitations on ocean commercial and sport fishing on the Oregon Coast.  The rules allow OWEB to offer grants that support priority salmon habitat projects and that are able to create work opportunities for fishers displaced by the 2008 limitations.
