Awards Presented at the 2006 OWEB Biennial Conference The Spirit of the Oregon Plan Awards recognize Oregonians who have been leaders of exemplary stewardship efforts for the state's watersheds. They are presented every two years at the OWEB conference. Nominations were coordinated by OWEB staff.
