Agencies conceptualize, develop, and write text for their publications. Final publication manuscripts must be reviewed and approved by an agency's Administrator and Publications Control Officer.
Before design work begins, final publication manuscripts must be cleared by the CSC Editorial Branch. Agencies are responsible for obtaining pertinent interagency reviews of their final manuscripts as well as clearance from CSC Photography Branch for any photographs that will be included. Agencies submit fully edited manuscripts, along with these clearances and authorizations, to the OC Creative Services Editorial Branch for final editorial review/clearance.
Design, illustration, photography, and printing services are available through CSC. In planning any project, be sure to consult with CSC at the earliest possible stage. Newsletters and Periodicals
Agencies are required to justify the establishment of any new newsletters or periodicals. The final decision to proceed resides with USDA's Office of Communications' Editorial Branch. This requirement is in accordance with USDA Departmental Regulation 1410-001, "Publications Review/Clearance Policy," section 7c. Contact the Editorial Branch for criteria to use in preparing a justification to establish a newsletter or periodical.
