Senator Stevens Urges Senate to Pass Competitiveness Legislation
Senate Considers the “America COMPETES Act” This Week
 
WASHINGTON, D.C. – Senator Ted Stevens (R-Alaska) made a statement on the Senate floor in support of the America COMPETES Act (S.761), which would increase American investment in basic research and improve the teaching of math, science, and engineering. Senator Stevens is an original cosponsor of this bipartisan legislation.  Below are excerpts from his statement:
 
Senator Stevens: I strongly support S. 761, the “America COMPETES Act.”  Fifty-six Senators – including members of both parties’ leadership and several Committee Chairmen – are cosponsors of this important legislation.  Many reports have revealed the serious competitive challenges we face. 
 
In 2003, the Organization for Economic Co-Operation and Development compared 15-year-old students living in 40 industrialized nations.  For America, the results were dire: our students placed 16th in reading, 23rd in science, and 29th in math.      
 
If we are to maintain our competitive edge, we must improve the education our students receive in science, technology, engineering, and mathematics.  We must equip our teachers with the tools and resources they need.  And we must encourage those who study in America to stay in America.   
 
The legislation we now consider is a tremendous step forward in these efforts.  S. 761 seeks to ensure our nation remains the global leader in innovation. 
 
It would increase federal investment in basic research; improve educational opportunities for young students to become excited about these fields; and develop an innovation infrastructure appropriate for the 21st century.
The America COMPETES Act is the result of bipartisan cooperation between three committees – Commerce, Energy, and HELP.   
 
Since last year, these committees have worked together to address key concerns and solutions identified by the Council on Competitiveness and the National Academies.  
 
A number of Senators also deserve recognition for their leadership on this issue.  Senators Ensign, Alexander, Enzi, Bingaman, Domenici, Inouye, Kennedy, Lieberman, Mikulski, Hutchison, and Nelson all deserve our deepest gratitude.  Without their hard work and dedication, this bill would not have reached the Senate floor.    
 
In closing, educating the next generation of American innovators must be a priority.  Our nation is at a crossroads, and the decisions we make today will affect us for decades to come.  This Act reaffirms our commitment to America’s economic future.  I urge each of my colleagues to support its swift passage.
