OWEB Monitoring & Reporting
Overview
Senate Bill 945 directs the Oregon Watershed Enhancement Board (OWEB) to develop and implement a statewide Monitoring Program in coordination with state natural resource agencies for activities conducted under the Oregon Plan for Salmon and Watersheds. As a part of this work, OWEB developed the Oregon Plan for Salmon and Watersheds Monitoring Strategy document which describes an overall framework for structuring this cooperative effort and provides direction to help integrate Oregon Plan programs and monitoring with region-wide watershed enhancement and salmon recovery efforts.
 
OWEB programs support efforts that improve water quality, restore salmon runs, and strengthen ecosystems that are critical to healthy watersheds and sustainable communities. OWEB is responsible for three interrelated monitoring functions:
  • strategic guidance and support for cooperative monitoring activities
  • accountability for restoration investments
  • reporting on the progress of the Oregon Plan
 
OWEB is also obligated to ensure that investment in local restoration activities result in positive environmental, cultural, and economic benefits. OWEB´s multiple roles require the integration of science based natural resource information, reporting and analysis of the effectiveness of restoration actions, and production of Biennial Reports that support accountability and document progress for the Oregon Plan.
