Why We Are Here

The State Controller's Division (SCD) is here to provide guidance and leadership to state agencies and other stakeholders through their central programs & services.

These statewide programs are accounting and reporting; accounts receivable management; central disbursement processing; and central payroll processing. In addition, SCD provides internal control services, client agency and e-commerce business services.

What We Do

* We produce and publish Oregon's annual state government financial statements.
* We process payroll and vendor payments.
* We manage the security, processing, and disbursement of state financial disbursements and information.
* We maintain and enhance the investment of our statewide payroll system.
* We maintain and enhance our statewide accounting and purchasing systems.
* We strive to improve accounting, payroll services, and data integrity to state government through improved communications, training, policies, controls, and reports.
* We coordinate statewide and federal audit relationships.

How We Do It

* We implement state fiscal statutes, generally accepted accounting principles, and state fiscal policies fairly and consistently.
* We build partnerships with customers and stakeholders to share responsibility for statewide system investments, policies, procedures, and compliance.
* We review and recommend long-term system investments for the best interests of Oregon citizens and that represent the direction of the Governor, the Legislature, and senior state management.
* We maintain our commitment to a strong work ethic, continuous improvement, training and education.
