Information for USDA Employees
 The Property Management Division (PMD) mission is to provide Departmental policy, oversight, and guidance for real and personal property and physical security programs within USDA.

PMD develops regulations, standards, and techniques concerning receipt, utilization, preservation, disposal, and replacement of personal and real property. PMD also establishes USDA policy and guidelines for physical security assessments, conducts assessments on USDA facilities, and assists in implementing security countermeasures for identified vulnerabilities.

PMD provides Departmental leadership in several government-
wide initiatives related to property management and physical security, including:
  • Section 923 of the Federal Agriculture Improvement and Reform Act of 1996
  • Executive Order 13327, Federal Real Property Asset Management
  • Homeland Security Presidential Directive 12 (HSPD-12), Policy for a Common Identification Standard for Federal Employees and Contractors


PMD is organized into three supporting units: the Personal Property Branch, the Real Property Branch, and the Physical Security Branch.
