Key Documents provides a list of related Oregon House and Senate bills, budget documents, memorandums, team charters, Federal Register items and publications. This serves only as a reference item. This list does not provide links to the actual documents. Many are linked on this page or elsewhere on this Web site.
The Oregon Coastal Salmon Restoration Initiative (OCSRI), issued in 1997, laid the foundation for the Oregon Plan for Salmon and Watersheds. Its focus on coastal coho salmon populations listed under the federal Endangered Species Act later expanded to encompass the statewide watershed program that exists today.
The Steelhead Supplement to the OCSRI described how Oregon would build on the OCSRI´s foundation to address listings of steelhead populations under the federal Endangered Species Act.
A 1997 letter issued by the Governor and legislative leaders about the OCSRI and Healthy Streams Partnership, and the Governor´s 1999 Executive Order 99-01 [PDF 43 KB] creating the Oregon Plan for Salmon and Watersheds.
The 1999 Oregon Legislature codified a number of the state´s watershed management and enhancement programs, including the Oregon Plan for Salmon and Watersheds at Oregon Revised Statutes (ORS) sections 541.351 to 541.420.
The Agricultural Water Quality Management Act, approved by the 1993 State Legislature as Senate Bill 1010 (ORS 568.900 - 568.933), directs the Oregon Department of Agriculture to help reduce water pollution from agricultural sources and to improve overall conditions in a watershed.
Statewide Riparian Management Policy, developed by the Governor´s Natural Resources Office and the Oregon Plan Core Team, to guide state agency policy and rulemaking as they relate to riparian areas. This policy was developed in response to Executive Order 99-01 and the Independent Multidisciplinary Science Team (IMST) recommendations regarding the need for landscape approaches to watershed management in Oregon.
Reports
The Oregon Plan for Salmon and Watersheds: A Perspective was issued by the Oregon State University Institute for Natural Resources in January 2003. It contains a brief history of Oregon Plan development, outlines the mechanics of the plan, assesses plan strengths and weaknesses and offers observations on opportunities for future work. It also provides an appendix featuring summaries of major events, legislation and initiatives.
The information presented in the following reports, issued between 1998 and 2000, is now largely updated and disseminated via the Oregon Plan Biennial Report to the Legislature, available on the Oregon Watershed Enhancement Board Publications page. The exception to this is reports of the Independent Multidisciplinary Science Team, which continue to be issued independently.
Oregon Plan Annual Summaries 1998-2001 (currently unavailable online) documented the evolution and overall progress of efforts under the Oregon Plan for Salmon and Watersheds.
Implementation Reports 1999-2001 were produced by more than a dozen state and federal agencies documenting their actions under the Oregon Plan for Salmon and Watersheds.
Watershed Restoration Inventories 1998-2000 summarize detailed information collected about restoration projects implemented around the state, including The instream habitat enhancements, fish passage improvements, riparian forest protection and establishment, road stabilization and erosion control, and other measures aimed at improving stream habitat and watershed conditions for salmonids.
Independent Multidisciplinary Science Team (IMST) Reports, issued by the IMST in its role as advisor to the state on matters of science related to the Oregon Plan for Salmon and Watersheds, are available from the IMST website by clicking here [exit the Oregon Plan site].
Newsletters
Oregon Plan Member Newsletters 1998-2000: These are archived newsletters produced by various Oregon Plan members.
OSU Sea Grant´s "Restoration" Newsletter: This newsletter about salmon, coastal watersheds, and people in Oregon and the Pacific Northwest, ceased publication in fall 2003.
