During 1987, State legislatures took very little action on unemployment insurance matters except in Illinois, Minnesota, and Wisconsin where extensive changes were made. Weekly benefit amounts were increased in seven States, and eight States amended their qualifying wage requirements.

Financing provisions were amended in several States and most raised the maximum tax rates or made provision for extra assessments, or both, to strengthen their trust funds. In Louisiana, Texas, and West Virginia, the laws were amended to provide for the issuance of bonds for the financing and repayment of Federal advances to the State funds. Wyoming provided for State interfund borrowing for the payment of benefits or repayment of Federal advances.
